The project provides support to develop a system, in the sector of environmental protection, a quality assurance system in CVT, by developing a resource center, investment in training experts for the development of occupational standards in environmental protection, to provide education quality content related to labor market.
Complementary to the project there are provided the development of studies and analysis imperatively needed for the development of 10 occupational standards and associated qualifications in view to supporting the development of NQF - National Qualifications Framework.
Memorandum on lifelong learning and consultation processes initiated on lifelong learning topic by the European Union in recent years supports competence-based learning and stresses the need for fundamental changes in understanding of learning as the basis for lifelong learning: equal recognition of learning aquired in different contexts, as well as validation of learning achieved in non-formal and informal contexts.
Increase a country's economic competitiveness is achieved by increasing labor power. Development of occupational standards confirms qualification requirements and the need of existence of that qualification in the field described in the labor market. This document describes the occupation/ the related qualifications as a skill/competence, and once the validation is a national good, as a benchmark for all stakeholders (employees, employers, recruiters, etc.). OS are needed to establish a level of competence for the person who made that qualification, and is also a referential for training providers or professional competence assessment centers. The development in the sector of OS will organize labor market and OS will confirm the competence in the analysed domain.
It aims to develop a system of vocational competence training and assessment, transparent and flexible, ensuring ocupational growth, adaptability and mobility of labor and what is very important to meet the needs of qualified labor. The OS developed in line with national, European and international market requirements certifies this link to labor market.
The project activities provide support to relevant institutions and their members, including specific vocational training to develop their capacity to perform tasks in the process of validation of qualifications.
The project aims to achieve the Lisbon goal aimed at competitiveness and dynamism of knowledge-based economic growth with more and better jobs and a greater social cohesion. At the same time, the project takes into account the provisions of the Copenhagen Declaration (2002) invoking the European dimension, transparency, guidance, quality recognition and quality assurance in training, and focusing on development of education systems and initial and continous vocational training, on strengthening European cooperation in professional training.
Since the project aims to develop institutional capacity of the system, including support for creating a resource center of the Sectoral Committee and the development of 10 new occupations guided by the need of labor market in the environmental protection, it can be observed a direct relevance of the project for both national Romanian and European policies.
